Gender Equality

The Solution

Data is one of the tools that allows us to highlight inequality and gaps in the political, economic, social and cultural sectors.

Publishing and using accessible, comparable and timely data on various dimensions of the gendered inequality would stimulate private and public sector efforts needed

As a first step, discover our Open Up Guide for the Care Sector.

Background for Gender Equality

Open Up Guide for the Care Sector

The purpose of this project is to recognize the importance of care in economic development and to be able to measure it. Understanding it will help create new jobs, contribute to the justice and autonomy of women, and provide a framework of understanding about the rights, time and resources required to care for and serve the people who need it most. Our vision for the future is that when implementing a project like this, a comprehensive vision of the role of care is incorporated in the design of public programs, that the annual budgets allocated to health, education and public spaces incorporate the dimension of care within its design, and that the different elements that make up the care economy begin to appear within the economic measurements of cities, provinces and countries.
We hope this Guide will become a tool for governments to use to make care work more visible and measurable as part of economic development. We also hope that as a result, all aspects of care work anywhere, whether carried out formally or informally, will be recognised and acknowledged, as well as the number of people that requires care, what type of care they require, the available supply of care through facilities, programs and infrastructure, and the working conditions and professionalisation of the people who perform care tasks.

Gitbook version

This version of the Open Up Guide for the Care Sector is an interactive version of the Guide and gives an overview of what an Open Up Guide is. The Guide is based on the implementation of the Care Economy Indicators System of the Government of the Autonomous City of Buenos Aires (GCBA) carried out in 2021, and the implementation of the Care Economy Indicators System of Mexico City carried out by the city government of Mexico (GCDMX). Both projects were carried out by the Open Data Charter and local grassroots organisations, as well as specialists in the care economy.

Airtable version

Go straight to the existing data examples! The Airtable version contains key care sector data sets. These describe a possible data source from which the Care Economy Indicators could be constructed, and attempts to describe datasets that countries publish through their national statistical offices. However, for some datasets, it will be necessary to seek to complete the indicator through different sources depending on the division of responsibilities of different levels of government. For example, to identify all social programmes, and then those for care, it may be necessary to locate both national and local databases.

Opening up Data in the Care Economy

In Buenos Aires, Argentina

In partnership with the Government of the City of Buenos Aires, and with the support of IDRC, we are proud to introduce a project—the first of its kind—that designed and implemented a Care Economy Indicators System (SICCABA), in Argentina to improve the quality of care.

ENG

The project also aimed:

  • To highlight the unequal distribution of care work and contribute to decision-making in order to build more gender-equal relationships;
  • To make care and the demands on women more visible;
  • To create an efficient tool to design and monitor public care policies and
  • To generate dialogue between governments, civil society organisations, international organisations, academia and experts working on this agenda.
